If an H.S.A. contribution is initiated before April 15th but completes after the 15th, can the contribution count towards the previous tax year?

I made an "individual" H.S.A. contribution request on April 10th. The H.S.A. administration company withdrew the funds from my savings account on the 11th.  The money wasn’t credited to my H.S.A. account until April 18th.  Since the transaction was initiated before April 15th,  can’t the contribution be allocated to the tax year 2018? The H.S.A. administration company says they must allocate the contribution towards tax year 2019.  THANKS.

The financial institution has the last day on that.  All you can do is try to appeal their decision.
