If your only income was Social Security and VA benefits you do not have to file a tax return, unless you had any taxes withheld from your SS and want to seek a refund.  Otherwise the Social Security benefits and VA benefits are not taxable.

Then enter your SSA1099  carefully to show that you had tax withheld so that you get a refund.

 

Go to Federal> Wages & Income>>Retirement Plans and Social Security  (SSA1099 and 1099RRB) to enter your SSA1099.
