Question

I Get $378.90 per month in Retirement Benefits... $37.89 is withheld every month. I have not claimed that in ever. Can I claim a refund for that... it's been 10 years.

You haven't been reporting the income?  You should get a 1099R each year for it.  Have you been filing tax returns without it?  The IRS should have been sending you letters each year.

 

You can only go back 3 years to amend.  How to Amend

Have you filed 2020 yet?

The easiest way to get to the 1099-R entry screen is to simply search for 1099-R (upper- or lower-case, with or without the dash) in your TurboTax program and then click the "Jump to" link in the search results.

 

Enter a 1099R under

Federal Taxes Tab or Personal (Home & Business)

Wages & Income at the top

 

Then scroll way down to Retirement Plans and Social Security,

Then IRA, 401(k), Pension Plans (1099R) - click Start or Revisit

 

If you are filing a Joint return be sure to pick which person it is for.

Have you been filing tax returns at all?  If you are also receiving Social Security, adding that other income could make more of your SS taxable.
