I contributed $5,500 to my Roth in 2018 but I was in the phase out income level. How do I know exactly how much I need to recharacterize to my traditional IRA?

Will TurboTax tell me exactly how much in excess I contributed or do I need to calculate that myself? If I do have to calculate myself how is that checked?

Yes, TurboTax will calculate your maximum IRA contribution.  You should do your Roth IRA contribution last.
