I can't access the page for the value of my traditional ira. My husband Tom's page is the only one that comes up. Do I combine both of our ira values on his page?

You must not any information regarding your husbands IRAs with the information from your own IRAs. If TurboTax is not asking for the year-end value of your traditional IRAs, it's not needed to complete your tax return.
