Question

I called our state to ask how to fill out a form and was told that we actually did NOT have an NOL and he adjusted our taxes. Now we owe "excess refunds" back to 2020.

I have not filed our state this year (Arkansas) and filed and extension to see how to get what this guy did corrected. I added on audit defense. Would it cover something like this?

If your state representative adjusted your NOL, they should also send you a written correspondence of the changes made.  You may need to reach out to the state again if you have not received anything.  Also, most taxing agencies will not make changes over the phone as it would typically be done in writing so it is all documented.

As far as audit defense, the agreement becomes effective on the acceptance date when you have paid for it in full and covers the year that it was purchased for. If you find the adjustment relates to the 2020 tax return, your audit defense purchase for 2025 would not cover that tax year.  Please see What's Full Audit Representation? and Annual Audit Defense Membership Agreement for all of the details on this service.
