It depends on whether you made after-tax contributions to the retirement fund during your working years. If your federal civil service annuity was funded entirely with pre-tax dollars, the entire amount you receive is fully taxable. 

 

However, if you made after-tax contributions, a portion of each payment represents a tax-free return of your cost, which you must calculate using the Simplified Method by dividing your total after-tax contributions by an IRS life-expectancy factor based on your age at retirement. When you enter your Form CSA-1099-R into TurboTax, the software will automatically ask you for these details and calculate the exact taxable amount for you.  Box 9b of your Form 1099-R will show your total employee contributions.
