The question is asked about the state distribution on Form 1099-R in case your distribution is taxable to the state. Some states tax a 1099-R regular distribution while others don't. Early distributions on a 1099-R can be taxed by the state. If there is no amount on your 1099-R, there is no taxable amount for you.

I have the same problem with my 1099R form not having any boxes beyond 15.  So, do I just leave it blank in my turboTax, and let it stay flagged?  Or do I copy the amount from another box?  I am an Ohio resident, in case that makes a difference.

Is Ohio the only state involved with your Federal income tax return?  Or are there other states?  Please clarify.

If Ohio is the only state involved with your Federal income tax return, and a value is required to proceed, enter the value of box 2a into box 16.

But that really depends on the state.

NY in particular MUST have an entry made in that box.....even if exempt from NY taxes.

For the majority of states that I've dealt with, box 16 must have the value of box 2a entered in it by the user....

(or the Federally Taxable amount of box 1 if 2a is empty or undetermined...but usually that is box 1).

For instance, in the Online version of TTX, for NC, it doesn't insist on a value in box 16 initially, but it asks for the "NC Distribution Amount" on a following page and prefills that with the box 2a $$....which is the correct number.  Then if you go thru the forms again, it has backfilled the value of box 2a into box 16.

Other states "might" ask for the $$ to be put into box 16 more directly.
