Form completed. no refund or tax owed, but i need to add IRS form 5329 and a letter due to being 4 days late taking an IRA distribution. can this be done by e-file?

Yes and no. TurboTax supports Form 5329 for efiling. Unfortunately, there is no way to upload documents, such as a letter, that will transmit along with your return. If there are other documents that the program doesn't ask for, that you need to send with your return, you will need to mail those in. So you'd need to print and mail the return with the documents.
