if your ONLY income is social security and there was no federal withholding, you are not required to file a federal return

It’s true that upon completing your tax returns, you may not be required to file them. However, if you wish to receive your portion from the $ 2 trillion stimulus package, you best file your year 2019 tax returns, if have not filed your year 2018 returns. Just a thought.
