E filing will not except 0 withholding in box 12a from a1099-R what can I do?i am unable to e-file because state withholding box 12a is zero.

Make box 12 entirely blank.
IF you are a NY resident, then copy box 1 into box 14. NY software requires box 14 be filled in even if it is empty on ALL paper 1099-R forms...no matter who issued the 1099-R
