I am her executor, but she only made about $5000 in 2016 and did not pay any taxes, so nothing to get back.  Is a final return required?

No, if she was not required to file a tax return for the 2016 (based on the income) you do not have to file the decedent final return.  Sorry for your loss.  Bed sure to keep any tax paperwork for her.
