Can I file an amended Federal return if a couple of 1099R forms were incorrectly coded causing me to be taxed on the amounts when they should have been exempt?

Yes, you can, and should, amend your federal return in this scenario.  And if your state has an income tax, and you filed a state return using the original coding, these changes will most likely need to be made to your state return, as well.
