I left box 2a blank and the taxable amount was zero.  This incorrectly treated all of the distribution as untaxed.  Last year there was a box that says the taxable amount was not calculated.  Why was it missing for 2025?

Delete the form and add a new one, making sure to explicitly choose CSA-1099-R (Civil Service Annuity) from the retirement form menu.

TurboTax moved many physical checkboxes away from the "exact replica" form entry screen. Instead of letting you check a box right next to Box 2a, the software now requires you to click "Continue"

The pension is indeed taxable! Box 2a should not be left blank! Either it’s all taxable or most of it is taxable.

You want to answer that the 1099-R came from OPM and that there was nothing taxable in box 2a.

It will provide afew choices and you want to use the “simplified method” to determine what portion is taxable.

Basically, assuming there is an amount in box 9, you contributed after tax money to your pension during your working years.  Now that you are drawing on that pension, some of that after tax money is part of the monthy pension payment.  The simplified method will determine what portion represents the return of your after tax funds (which is not taxable).

Why is it missing? Hate to state but OPM is lazy! they have the information to calculate it but for whatever reason don’t! If you have the information to calculate it in TT and you are getting the information from OPM then they could calculate it as well!
