The experience you described has been identified and is being addressed by the development team for users who need to enter a foreign address on their tax return.

hello! They sent me an email saying that the problem was resolved but I still have the same problem of not being able to choose the country

You are correct, this specific issue has been resolved.  If you are still having issues with TurboTax try the following steps:

 

  1. Clear your browser history
  2. Update your TurboTax software
