2018 filers that owed federal (Payment Status Not Found)

I am eligible to receive a $2,400 stimulus but TurboTax did not request my direct deposit information since I owed federal in 2018. 

All I keep seeing is "Payment Status Not Found" on the IRS Website. 

There are thousands of reports of people having this same problem, but not statement yet from IRS or TurboTax?    

How can we provide direct deposit information for payment, the IRS Portal is not setup for people that owed taxes, thanks to TurboTax not requesting deposit information.   

What's next?  Wait 5 months for a POSSIBLE mailed check? (No way to even confirm if the IRS is mailing us a check at this point in time)    WHAT A FIASCO.
