Military member living in MD on PCS orders with home of record in CA. Do I pay MD as well?

You don't owe MD a return unless you had non-military income sourced there such as a part-time job. As a Calif resident stationed outside Calif on PCS you become, for tax purposes, a Calif nonresident so you don't owe Calif a return either on your military income.
