Should I pay taxes to VA if I'm in the military?

If you have Virginia as your Home of Record, you would have to file.  Military personnel stationed inside or outside Virginia may be eligible to subtract up to $15,000 of military basic pay received during the taxable year, provided they are on extended active duty for more than 90 days.

If you are a nonresident of Virginia, you do not have to file or pay Virginia state tax on your military pay.
