Military stationed overseas qualify for EIC

Stationed overseas for the full year.  Married with a dependent.  When filing for EIC if I answer yes to did I live in the US for 6 months I qualify for EIC.  I answer a question shortly after that states that I was stationed overseas.  If i answer no to did I live in the US for 6 months I do not qualify for EIC.  This is a 3000 difference.  How do I know what to answer?

Per the IRS "U.S. military personnel stationed outside the United States on extended active duty are considered to live in the United States during that duty period for purposes of the EIC." When filing your taxes, answer "yes" to living in the US all year.

You wrote that this applies to US military personnel.  Can US DoD Civillian personnel qualify for this as well?
