It is saying he is supposed to pay $1400 worth of state taxes from Georgia. Technically he is a resident but we are both in the military and stationed in Salt Lake City, Utah

Military Personnel - Military personnel who are residents of Georgia are subject to Georgia income tax upon all income regardless of source or where it is earned, unless specifically exempt by Georgia law.
Guardsmen and reservists exempt from combat zone pay.
