If military pay is 100% state tax exempt, how is it that I owe on my state taxes?
In the My Info section, be sure you enter your HOR/SLR as your "State of Residence." Answer No to the question about living in another state. If your only income was your active duty military pay, answer No to the question about having income from another state. Be sure to check the box that you were in the Armed Forces.
Your mailing address should be the address you want the IRS to use if they have to mail something to you.
