If I joined the military last year but didn’t become active duty until this year, do I still put that I’m active duty on my 2019 tax return application?

You are active duty on the day you passed through the gates of the military base for your first day of basic training. That would be the day you were saying to yourself "WHAT THE HELL HAVE I GOT MYSELF IN TO!"
