I am a Texas resident in the military stationed in Virginia, I paid virginia state taxes on my vehicles.how can I get that money back?

Are you talking about the personal property tax or sales tax?

Personal property tax.

You are going to have to go back to the county you live in to seek a refund of those taxes.  When you were billed by the county, you should have the opportunity to identify yourself as non-resident military exempt from paying those taxes.
