Signed a contract to replace all the windows on my rental in 11/16. However, the windows were not replaced and paid for until 1/17. Do I need a 1099-misc this year or next? In other words, does the signing of the contract count as payment such that

You only claim the expenses actually paid.

Payments made in 2017 will be claimed on your 2017 tax return.
