If a rental property has been vacant for a portion of the year can I still claim the expenses (ie. water, electric, repairs)?

Yes, you can deduct your expenses if the property was available for rent (and not being used for personal use).

Rental expenses start on the date the property is "available for rent". This is usually the day you put the "For Rent" sign in the front yard. Vacant periods between tenants count also, provided you did not live in the property during said vacant period as your primary residence, 2nd home, vacation home or any other type of "personal pleasure" use.
