I own a condo that we rent out. Can I deduct the HOA fees?

yes, but only for the period of time it was classified as a rental property (regardless of if you had a renter in it or not). The very, very, very last screen of the expenses section asks for other expenses. Just enter HOA Fees, the amount, and press on.
