Why would a renter no get a return? He has a CRP. It's telling me he doesn't qualify for the return? Is there a cap on getting a return with how much you make?

Is this for the Minnesota Renter's Refund?

 

If so, yes, the refund is based on the combination of amount of rent and the amount of income.  The lower the amount of rent paid and/or the higher amount of income received, the refund is decreased until it is eliminated.
