To edit your capital loss carryover in TurboTax:

Just open your TurboTax return, search for capital loss carryover, and then select the Jump to link in the search results.

Turbotax will  take you to the screen where you can edit that info from your prior year return.

If you transferred last year's TurboTax return over, TurboTax will enter your capital loss carryover for you.

If your capital losses, included any carryover amount from a previous year, exceeded your capital gains in 2018, the net capital loss (limited to $3,000) would be on line 13 of 2018 Schedule 1 (Form 1040).
