Why is there a section to fill out for a Certificate of Rent Paid if I have not lived at that address for 3 years now? This is not something I have had on my taxes before

I am not a property owner of this address, I only lived in that complex as a renter.

It may be carried over from an entry in a previous year. You may be able to delete it by following these instruction:

1. Choose the Tax Tools option on your left menu bar while working on your return

2. Choose Tools

3. Choose the Delete a form option under Other Helpful links

4. Look for the Certificate of Rent Paid worksheet in the list and delete it
