Rent for what, exactly?   There is no federal credit or deduction for rent for the residence you lived in.

We cannot see your screen or your tax return, so we have no idea what form you are referring to.

This would only be in certain states and then the property would most likely need to be located in that state not overseas.  let us know the state and the form number

RENT

There is not a rent deduction or credit on your Federal return.  If your state has anything for renters you will be prompted to enter your rent info when you complete your state return.  As far as I know, the states that have anything for rent are Arizona, California, Connecticut, Hawaii, Indiana, Iowa, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, New Jersey, New York, Rhode Island, Vermont, Washington DC, and Wisconsin.

don't know. was only a suggestion as to why overseas rental wouldn't count if he lives in a state that gives a credit or deduction. the OP has not yet responded.
