Under Personal Income, does Turbo Tax want me to enter the value of my HSA on 4/15/19, or the value on 12/31/18 plus contributions from 1/1/18 through 4/15/19?

The two numbers are not the same, because the HSA value on 4/15/19 also includes interest earned and excludes withdrawals.

I am not sure what you mean.

If you have received an excess contribution message in TurboTax, then one of the questions is "What was the value of your HSA on 12/31/2018?" In this case, it wants to know the value on that date, which you can get from the 5498-SA, if you have received it (box 5). You would not add anything to try to derive the current vlaue.
