South Carolina requires us to pay hospitality taxes for all rental revenues (state, city, and county). Is that reportable under property taxes under my Schedule E?

Yes, if you have a rental activity in that state and pay these taxes, this is a deductible expense incurred by the rental to make income. 

Under the tax expense is the place to put it.
