Yes, amend your 2016 return to record the depreciation, because
even if you have not claimed the depreciation, the IRS will assume you
did. There is no fee to amend your 2016 return.
You will have to recapture (and pay taxes) on the allowable depreciation
if you should dispose of the property down the road. Amending will allow you to
get some benefit from that depreciation expense that is assumed to have
occurred.
It’s a good idea to print the depreciation report every year
for your records. This will help you when any depreciated asset (the rental
itself, fences, vehicle, etc.) is disposed by sale or other.
