We recently had solar panels installed on our roof but they will not be hooked up until after the new year. Will this impact our ability to use the tax rebate?

The solar credit is taken in the year the panels are installed and operational ... so you will have to wait for the 2020 tax return to take the credit if you miss the 12/31/19 deadline for the 2019 return.
