I am trying to add asset for depreciating a washer at my rental property.Turbo Tax allows me to enter it but it gives me 0 depreciation?

I have tried entering it as an other expense but that doesn't increase my refund

Did you take a Section 179 expense or elect the De Minimus Safe Harbor? The first would put the asset in a separate section on Form 4562 and the second would take it as an expense.
