On the Maine St Return rental property tax credit. we get assistance with a portion of our rent. do we put the amt we pay out of pocket, or the total rent amount?

You should only include the amount that you paid.

The instructions for Schedule PTFC/ STFC for prior years say that you can only include the amounts you actually paid. It clearly states you can't include amounts paid by government programs or other individuals. The instructions for 2019 have not been published yet, but there is no reason to believe this year would be different.
