On my 2016 return, I denoted $3,100 of health insurance premiums relating to my consulting work but it was not reflected as expenses on schedule C-EZ. Any clue here?

The Self Employed Health Insurance deduction is in the Adjustments to Income, you will see it on Line 29 of your 1040.

The Self Employed Health Insurance deduction is in the Adjustments to Income, you will see it on Line 29 of your 1040.
