My property tax is listed at almost double than is. I have a basement rental, so the property tax is listed in both places. Should it only be in one place?

The easiest method to use is to divide the property tax between Schedule A and Schedule E by the percentages that apply to your personal residence and the basement rental unit based on square footage and enter those amounts separately on each schedule. The same applies to the mortgage interest and other expenses that are shared by both (utilities, etc.)
