First of all, delete the muni bond interest entry and let's start over again.
Go to
1. Click Federal on the left-hand side menu.
2. Click Income across the top.
3. Scroll down to Interest and Dividends and click Show more.
4. Click Start or Revisit by Interest on 1099-INT.
If it is really tax-exempt to both federal and state, then it should be in box 8. Click on My form has info in more than just box 1 (this is uncommon).
If it's not reported in box 8, then it's taxable to federal and maybe state. It all depends on in what box it's reported. If you feel that they've issued it in error, then contact the issuer.
