I own a mortgage on a home that I have recently sold  How do I create a form 1098 for the borrower?

There is no way in TTX to create a 1098. However, it is perfectly acceptable to the IRS for you to send the borrower a "letter in lieu of 1098-Mortgage Interest Statement".  The letter just needs to include on the information that would be on a 1098, if you had the means to actually issue one.
