Retired, living in state of Arz. but own a townhouse in California that is an investment property that I rent out. In 2018, I am showing a loss of $3,000 + on this property on my Federal return. Is it still necessary for me to file state income tax with state of California ?

No. You are only required to file a California state income tax return if you have income from the state.

You are not required to, but you might want to anyway, to go on the record. CA has a reputation of being very aggressive in their tax collection efforts, so if they see that you are the registered owner of a property in CA they may come after you to file a tax return. You can either deal with them at that point, or head it off at the pass by filing now.
