While entering expenses related to a mineral royalty, my 1099-MISC indicates I had Gross Production Tax of $100 and Oklahoma withheld taxes of $50 (these numbers are just for an example). On the ENTER COMMON EXPENSES screen, it shows entry boxes for TAXES, REAL ESTATE TAXES, and OTHER TAXES. When I enter a $100 in TAXES, it duplicates that value in OTHER TAXES. ??? So the result is $200, which is incorrect.!!!
I had thought that I should enter $100 (for the Gross Production Tax) in TAXES, and $50 (for the Oklahoma withholding) in OTHER TAXES. This won't work.

Yes. First the Oklahoma (OK) tax withholding should be entered using the steps below (not in the 1099-MISC).
Enter your withholding using the steps below:
Next, go to your Schedule E for this royalty property and enter the production tax as you indicated. Try putting it under 'Any Miscellaneous Expenses' with description and amount. Entering it in either section did not double it in my test with TurboTax Desktop.
