If I am a nonresident in a state where we own a rental property that operated at a loss and is the only source of "income" in that state do I have to file state taxes?

Probably. Most states require this. You can look at that state's Dept of Revenue to see the filing requirements for a nonresident.

It depends on the state. Some have a gross income (rents received) threshold and some have a net income requirement.
