I used a summary on 8949 but TT did not instruct me to mail Form 8453 (prefilled by TT) to IRS along with all the trade details on 8949. Is this still an IRS reqmnt?

Yes, If you didn't post full detail to your return you should mail the 8453 with the backup information.  I'm not sure why TurboTax did not prompt you to send the form, but I will pass it on.

when your transactions all fall into category A or D with no adjustments, Form 8949 is not required.

No mailing is necessary.
