If the pool is included as part of the rental then yes, repairs on the pool are deductible.
However, you may need to depreciate the repairs instead of taking a straight deduction this year. If the resurfacing is an improvement over the prior surface that was on the pool then an improvement - one that will last more than one year - needs to be depreciated as rental property and not expensed in the year that the repairs are made.
However, a repair that gets the item that was needing repair back to the same level where it had started can just be expensed.
