I sold my rental property for 300K, and on the purchase agreement, we agreed that I will pay the buyer 30K for repairs. Is that amount dedcutible?

Yes, it is. If you got a 1099-S for the sale of $300k, you can include $30k for repairs as a selling expense along with other sales expenses listing on the closing statement (realtor commissions). (See the attached screenshot below. Click to enlarge.)

Make sure the you report the sales price as it's listed on the 1099-S.
