Refinance expenses/closing costs that are not deductible elsewhere on the return, can be entered as part of the cost of buying that property.

For example, if I buy a house for $100K and it costs me $102K with my closing fees (appraisal, recording fees, inspection), my cost of that property is really $102K, not $100K.
