I purchased a home that was a rental property w/ owned solar panels. To my understanding, the previous owner was unable to claim the solar tax credit. Can I now claim it?

The solar panels were paid in full and I have the previous owners receipt for the full cost of the installation and solar panels.

No. You have to pay for the installation.
