I noticed that capital gains taxes lowered/were taken out of my federal refund. Does that mean I do not have to pay a capital gains tax?

No, if your refund decreased after entering capital gains, it could mean that either the capital gains were taxed or that the additional income increased your Adjusted gross Income, causing other changes in your return.

Thank you. Will TurboTax let me know if I owe the IRS in capital gains in that case? How do I know if my capital gains were taxed or if the additional income increased gross income? Is that indicated by the refunds?

Any capital gains tax you owe is included in the amount owed or to be refunded showing in the monitor at the top of the screen.  There is no separate tax, it;s all accumulated into the one net amount owed or to be refunded
