I live in Seattle, I sold a rental house in California Do I have to pay California State tax

I live in Seattle, Washington has no state tax.
I sold a rental house in California,

The title escrow withholding 3.2 % Franchise Tax Board on my sale price.

Is that California state tax on my gain, which I have to pay ?
Do I have to file a California State tax ?

The 3.2% Franchise Tax Board fee on your escrow documents is probably a transfer fee or excise tax on the sale.  Since the property sold was in California, you'll need to file a California Non-Resident return.
